Invited experts will share their experience on international marine spatial planning (MSP), cross-border and transboundary in the regional context, the process and the lessons they can extract from these experiences, whether the experience could be replicable (or not) by highlighting good practice and fit-for-purpose solutions.
The objective of this session is to highlight how regions (in Europe and outside Europe) are developing marine spatial planning initiatives in the transboundary context, what challenges and obstacles they are facing in installing MSP as a viable initiative, and the ways in which meaningful dialogue can be initiated, maintained and encouraged.
Dr. Andrea Barbanti has a PhD in Earth Sciences and a background in environmental geochemistry and coastal oceanography. He is Research Manager at National Research Council – Institute of Marine Sciences (CNR-ISMAR), where he develops science-to-policy activities and research initiatives promoting Blue Growth at national and EU level, focusing on the Mediterranean basin. He is member of the Project Management Team of BLUEMED Coordination and Support Action and coordinator of the BLUEMED Policy Platform. He is coordinating or is involved since 2012 in several IT and EU projects dealing with Maritime Spatial Planning (MSP) (e.g. RITMARE, ADRIPLAN, MUSES, SUPREME, SIMWESTMED, CO-EVOLVE, PORTODIMARE, PHAROS4MPAs), developing and testing approaches and tools for MSP in the Adriatic-Ionian Region and the Mediterranean and supporting in all aspects the MSP implementation process. He is National Focal Point for the MSPglobal Initiative.
Mr Joacim Johannesson works at the Swedish Agency for Marine and Water Management since 2011. Since 2016 he is project coordinator of the national project (MSP 2019) developing proposals for maritime spatial plans for the Swedish marine areas to be submitted to the Government by the end of 2019. He actively participates in the cross-border cooperation on maritime spatial planning (MSP) and is one of the co-chairs of the Joint HELCOM-VASAB Working Group on Maritime Spatial Planning in the Baltic Sea, representing HELCOM. He is the national partner contact point for the EU-funded Pan Baltic SCOPE-project as well as for the Capacity5MSP project, also in other ways participating in the projecs. Mr Johannesson holds a Master of Science in Business Administration and Economics at Gothenburg School of Economics. He has been working for 20 years in public administration gaining professional experience in maritime spatial planning, fisheries management and international development cooperation both in Sweden and abroad.
Maria has a long experience in the field of strategic planning and programming of the regional development. Since the beginning of 2014 she was involved in the work of member states for entering into force Directive 2014/89/EU. She was also involved in the legislative transposition of the same directive establishing a framework for maritime spatial planning in Bulgaria. From 2015 Maria take part as project coordinator to the pilot project on transboundary maritime spatial planning of the Black Sea – Romania, Bulgaria (MARSPLAN – BS 2015 – 2018). From July 2019 she is project coordinator to the second stage of the transboundary two years project (MARSPLAN – BS II Bulgaria, Romania) which main objective is to help both countries in the preparation of their national marine spatial plans in a transboundary context.

Joseph Kofi Ansong is a PhD researcher at Ulster University in the United Kingdom. His work experience spans both marine planning research and consultancy. He previously worked with Sustainable Projects (s.Pro) in Germany, University College Cork in Ireland, and Management Systems International in Ghana. He has worked on MSP projects in Africa and Europe including Supporting the Implementation of MSP in the Celtic Seas (SIMCelt), USAID’s Sustainable Fisheries Management Project, Multi-Use in European Seas (MUSES) Project and the EU MSP Platform. Joseph is a co-author of the GEF LME:LEARN Marine Spatial Planning Toolkit, the Ocean Multi-Use Action Plan and European Commission-DG MARE technical study on cross-border MSP consultation. He has an Erasmus Mundus Master’s degree in Maritime Spatial Planning from the University of Venice, University of Sevilla and University of Azores.
